Bola Tinubu Approves Nigeria First Policy

President Bola Ahmed Tinubu has approved the “Nigeria First Policy,” a significant initiative aimed at prioritizing local industries in government procurement activities. This policy seeks to boost local production, create jobs, and reduce reliance on imports, ultimately promoting economic growth and development.

The Bureau of Public Procurement (BPP) has been tasked with key directives to implement this policy. BPP will revise and enforce procurement guidelines to prioritize locally made goods and homegrown solutions.

Additionally, BPP will create a “Local Content Compliance Framework” to ensure compliance with local content requirements in government procurements and maintain a register of high-quality Nigerian manufacturers and service providers.

The policy also outlines guidelines for Ministries, Departments, and Agencies (MDAs). MDAs must justify and obtain a written waiver from BPP before procuring foreign goods or services already available locally.

Where no viable local option exists, contracts must include provisions for technology transfer, local production, or skills development. MDAs are required to conduct an immediate audit of procurement plans and submit revised versions in line with these directives.

The implementation of this policy is expected to have a positive impact on the Nigerian economy. By prioritizing local industries and promoting local content, the government aims to stimulate economic growth, create jobs, and increase the competitiveness of Nigerian businesses.

The policy also emphasizes accountability, with breaches attracting sanctions, including cancellation of procurement and disciplinary action against responsible officers.
